Circle's Arc Mainnet Launches With BlackRock and Visa as Validators

Circle opened its USDC-native Layer 1 blockchain to production, backed by institutional validators and more than 100 live applications.

On September 16, Circle officially launched Arc mainnet — a Layer 1 blockchain designed from the ground up to settle transactions in USDC rather than a volatile native gas token. Chief executive Jeremy Allaire called it the most significant launch in Circle's history since USDC itself, framing Arc as an open, neutral economic operating system for financial markets and AI-driven commerce.

The validator set reads like a who's who of traditional finance and payments. Eleven institutions serve as founding validators: BlackRock, DTCC, Galaxy, ICE, Mastercard, MoneyGram, SBI Group, Standard Chartered, Sumitomo Corporation, Visa, and Worldpay. Additional partners span banking (BNY, HSBC, Societe Generale, State Street), exchanges (Binance, Coinbase, Kraken, OKX), DeFi protocols (Aave, Morpho, Uniswap), custody providers (Anchorage, BitGo, Fireblocks), and wallets including MetaMask, Phantom, and Ledger.

Why a USDC-native chain matters

Stablecoin settlement has become one of the most competitive fronts in crypto infrastructure. Tether's Plasma network, which launched in September 2025, prioritized zero-fee USDT transfers and reached $5.5 billion in total value locked within its first week. Stripe-backed Tempo, live since March 2026, runs without a native token at all — validators are paid directly in stablecoins.

Circle is betting that Arc's institutional validator set and capital-markets features differentiate it from pure payments throughput plays. The chain ships with StableFX, a cross-currency settlement product, and targets use cases like tokenized treasury funds. Allaire has also highlighted commerce conducted directly by AI agents as a future workload Arc is designed to support.

Since Arc's public testnet launched in October 2025, the network has processed more than 700 million transactions. More than 100 applications went live on day one of mainnet, including Aave V4 lending markets, Morpho, and Uniswap.

The stablecoin settlement race

The sector has already attracted more than half a billion dollars in dedicated funding across competing networks. Each project is making a different bet about where value accrues:

  • Payments throughput — minimizing fees and latency for consumer and merchant transfers
  • Institutional rails — embedding compliance, custody, and capital-markets workflows into the chain itself
  • Agentic commerce — enabling autonomous software to hold balances and settle obligations without human intervention at every step

Arc clearly sits in the second and third categories. Its validator roster signals that Circle wants regulated institutions to treat the chain as infrastructure, not speculation.

What developers and founders should watch

For builders, Arc mainnet means another high-throughput environment where USDC is the native unit of account. That simplifies pricing, treasury management, and cross-border settlement for applications that already denominate in dollars.

For investors and strategists, the launch is a data point in a broader trend: stablecoin issuers are no longer content to be token providers alone. They are becoming full-stack settlement layers, competing with both legacy payment networks and newer L1/L2 ecosystems.

Circle has indicated that Arc will transition to proof of stake in 2027. Until then, the network's growth will be measured by institutional adoption, application density, and whether USDC-native settlement becomes a default assumption for on-chain financial products — not just a niche experiment.

The bottom line

Arc is not merely another blockchain launch. It is Circle's attempt to own the settlement layer for dollar-denominated on-chain activity, with validators that traditional finance already trusts. Whether that positioning wins against Tether, Tempo, and existing L2s will depend on developer traction and real capital-markets volume — but the mainnet switch flipped this week marks a serious escalation in the stablecoin infrastructure wars.
