China's Central Bank Halts Solana Promotion in Shanghai After Lujiazui Ad Campaign

PBOC officials told Financial News that Solana's Citigroup Tower branding and Accelerate China events violated mainland rules on virtual-currency marketing.

Chinese authorities halted Solana's promotional push in Shanghai after branding appeared on Citigroup Tower in Lujiazui and organizers prepared Solana Accelerate China 2026 events across several cities. Financial News, a paper tied to the People's Bank of China, quoted an unnamed central bank official on November 6 saying domestic entities had marketed Solana in violation of mainland rules on virtual-currency activities.

The official described Solana as a major virtual-currency issuance platform whose native SOL token lacks legal tender status, and argued that infrastructure supporting USDT and other tokens constitutes illegal financial activity under the February 2026 notice jointly issued with seven other agencies. Regulators coordinated with local financial offices, police, and market supervision to stop the Shanghai gathering and open investigations into companies and individuals involved.

This was not Solana's first setback on the mainland. A Shenzhen event in late October 2025 ended early over capacity and safety concerns, and an October 2026 Shanghai date was postponed after registrations quadrupled beyond the preregistered cap, according to foundation president Lily Liu. The November commentary supplies an official rationale for those disruptions: crypto marketing, not mere logistics.

For Western protocols, the lesson is jurisdictional asymmetry. Developer communities may treat conferences as community building, but Chinese regulators treat branded skyline ads as solicitation for illegal activity. Partners inside China face personal liability under rules that punish assistance to offshore token platforms.

Markets reacted coolly: SOL traded near ninety dollars after the news cycle, carrying a mid-fifty-billion-dollar market capitalization despite global developer enthusiasm. Legal risk in China does not erase on-chain activity elsewhere, but it blocks one of the world's largest consumer markets from overt adoption narratives.

Compliance officers at multinationals should scan marketing calendars for China-linked agency work. A single building projection can trigger multi-agency responses now that the PBOC has publicly linked Solana promotion to stablecoin rails.

Web3 investors should separate technology performance from regulatory access. High throughput does not override a permanent ban on token marketing within the second-largest economy.
