Bitcoin Nears $87,000 as Strategic Reserve Bill Clears House Committee
Bitcoin holds near $87,000 as the American Reserve Modernization Act advances, proposing a 20-year Strategic Bitcoin Reserve at the Treasury.

Bitcoin traded near $87,000 on September 23, 2026, as two Washington developments gave crypto markets fresh momentum: a House committee advanced legislation to formalize a Strategic Bitcoin Reserve, and the SEC used an innovation exemption to clear on-chain trading of tokenized U.S. stocks.
The combination of legislative progress and regulatory flexibility has reignited bullish sentiment after months of range-bound trading between $82,000 and $86,000.
The Strategic Bitcoin Reserve Bill
On September 17, the House Financial Services Committee approved the American Reserve Modernization Act by a 28-21 vote, sending it toward a full House vote. If enacted, the bill would:
- Place roughly 325,000 bitcoin already held by the U.S. government — mostly from criminal and civil forfeitures — into a Strategic Bitcoin Reserve at the Treasury.
- Require the government to hold those coins for at least 20 years.
- Mandate quarterly audited proof that the reserve remains intact.
This is the furthest any Strategic Bitcoin Reserve legislation has advanced in Congress. Previous proposals stalled; this version has committee backing and bipartisan interest in treating seized bitcoin as a long-term national asset rather than a liquidation candidate.
Analysts at CoinDesk noted that the bill's progress, combined with falling oil prices and a bond rally, contributed to the upbeat tone across crypto markets on September 23.
Market Reaction
Bitcoin held near $86,900 during the Asian session, with most large-cap tokens advancing alongside it. Zcash led majors with a 10% gain, trading above $1,616.
The move above $86,000 broke a resistance band that had capped rallies for months. Traders who had accumulated short positions in the $82,000-$86,000 range were forced to cover, adding fuel to the upside.
SEC Tokenization Move Adds Fuel
While Congress debates bitcoin reserves, the SEC acted on tokenization independently. With the CLARITY Act stalled in the Senate, the regulator used an innovation exemption to create a pathway for on-chain trading of tokenized U.S. stocks within a day.
Market participants said the move lifted tokenization-linked tokens and broader market confidence. For bitcoin, the signal is clear: Washington is finding ways to bring crypto-adjacent assets on-chain even without comprehensive legislation.
What Comes Next
Bitcoin now faces $90,000 as the next psychological and options-driven target. Deribit data shows roughly $2.7 billion in open interest at the $90,000 strike, with additional clusters at $95,000 and $100,000.
The reserve bill still needs full House and Senate votes. Regulatory exemptions can be reversed. But for now, the narrative has shifted from "crypto winter" to "institutional inevitability" — and bitcoin holders are paying attention.
